If you go to the BG website, the world first people, and look through their forums, they encourage the use of third party tools like parsers. It is against TOS to use any third party tools, so yeah, they have posted on their forums that they encourage their players to break TOS.There really isn't a problem with Hunts at all, the idea behind it is very cool and fun. But, I think the main issue with it has to do with players (not the initial system) going extremely hardcore over Hunts to the point where the monsters are killed faster than can be found by the casual player anymore (be it large hunt groups or radar). To a degree, yes, the system itself probably does have flaws and could probably be fixed by creating caps on how many seals you can get or how many monsters you can kill for credit, etc...but the player base seems to be the main problem in creating witch hunts/zerg fests out of this unique way of getting cool rewards and I'm sure that wasn't expected from the producers. I personally thought this system was going to work like leves where you'd have to pick up the bill to spawn the monster somewhere in the wild and that you'd need a small party to help kill it (like Peiste maps).
From the forums.
