Add Allied Seals weekly cap - Hunts fixed.

Just have frontlines award like 10 seals if you lose, 35 if you win. Leave the log books on the mobs as is so that there is still appeal to go after them.

People would stop going for B ranks most likely, and you would get a ton of people playing frontlines, and still a bunch of people doing hunts.

I really do not understand why Frontlines does not award allied seals. Or why the elite gear isn't i80 so you can wear it in frontlines.
