You generally dont run into mini-bosses with 13 minutes left on the clock. Unless you suck or are making a promo video.
Pretty sure the horns on the ogre are a bit different as well.

Can't be helped, can you imagine trying to minimize overhead while expanding work on repairing the core game? You'd be stuck with the current game resources...

I don't like the time-limit. It's going to encourage rushing down the shortest path to the final boss. Didn't SE say there were going to be multiple paths with multiple bosses? Nobody will want to explore or do the optional content if there's a possibility there won't be enough time to finish.
Maybe there will be a method to expand the time-limit during the dungeon, who knows.
