No, they wouldn't. INT directly affects Attack Magic Potency 1:1 and MND directly affects Healing Magic Potency 1:1 for every weapon.

No, don't be silly. But throwing is a ranged attack. GLA/LNC/MRD have attacks that hit from a distance of 15y. That classifies them as ranged attacks. DEX does not directly affect the damage of any ranged attacks even though that is what the current tool-tip states it does.

DEX increases the Attack Power (AP) of Bows 1:1 and STR increases the AP of every other weapon 1:1. Physical melee and ranged attacks use AP along with Weapon Damage, Determination and enemy defenses/resistances to calculate damage dealt. If you equip a sword and cross ARC skills you need STR to raise your AP for your ARC skills. If you equip a bow and cross GLA skills you need DEX to raise your AP for your GLA skills.
