Circle of Flames will always target rDPS first. Say if your party has only 2 rDPS and one is dead before she readies Circle of Flames, the surviving rDPS will take one flame and one of the healers will take the other flame.i'm a monk and i get stardust marks from time to time. same goes for our offtank as well. i think it's random.
for t7 though, iirc fireballs only target ranged DPS classes (or just ranged, idk i'm facing melusine 90% of the time), regardless of their position. not sure if i saw a healer class get targeted by fireball.

To replicate this situation for testing you would need to apply the circumstances I have outlined. Have all DPS stacked on Nel and only one player @ range (BRD is best, mobility etc etc). Many of you reading this must also realise I have replicated this many times I am just not 100% sure XD
The benefit is that it gives you total control which is nice in such a chaotic fight and you can get Nel to 65% with only 5 meteors up (im sure people are doing this anyway) which in turn facilitates a smoother first round of Golems.Melusine will prioritize ranged targets farther from her (will ignore those within melee range if applicable), which is how you make her more managable with 3-ranged setups.
As for meteors from Nael, in all my runs, feels completely random. Had a run already where the OT got picked for all 4 meteors. Wouldn't be that much of a DPS benefit if you could control them anyways.

I replicated this again this evening and to elaborate on benefits Nel was at 65% with only four meteors up.



It seems like it's entirely random. I've seen our WHM, who stands in the same spot everytime, get no meteors one attempt to getting 4 in a row the next in Phase 1. I don't feel like there's anyway to control it.

A little more control for just the first phase, which is the easier part of the fight.
Placing meteors isn't a problem anyhow, so one DPS losing a GCDs to it isn't going to break things. My group parks Nael on the NW end of the glyph which gives our melee/OT two nearby spots to dump the meteors to with how we place them.
