Because SMNs will cry that they're no longer the special DPS utility snowflake for swiftcast raises.

Also SE doesn't want to give RMT another hand (despite having MATERIA of all things suddenly useful for your relic) probably. On top of making "must have phoenix downs or kick" parties of possible mechanic abuse of reraising a party to get through SOME KIND OF LAME MECHANIC of some sort if any.

Blahblahblah too afraid to deal with the potency of having everyone raise... and RMT.

In short... it's a useless overworld item.

Kind of useful in dungeons but mostly not because of the negatives of raise.

If your near the start/checkpoint. People will just ask you to restart and come back instead of a raise... since having no weakness makes you less of a liability.
Or so a PLD tells me when I asked for a raise...

Though... might be useful for Odin/Behemoth if you haven't touched him yet and find your fcmate/lsmate on the ground, now that you make me think of it.
