The loss they had was from private configured servers in the data center that hosts FF14. The loss there is normal and isn't really loss but the server intentionally not responding to the ping. Their pathping was excellent, and assuming it was taken during the time period they were having problems and not hours before or after, it suggests that the problem is 100% on SE's server in this case.
