What is the minimum ilvl gear that gives "IV" Crit and Determ Materias ?

I believe the lowest iLvl you can get a IV from is i55. However, you're more likely to get a III from it than a IV. The higher the iLvl of the item you spiritbind, though, the higher the chance that it will be a IV.
I've gotten Tier 4 materia from ilvl45 items.
Essentially, anything that normally drops tier 3 materia can 'crit' for a tier 4. The drop rates are pretty terrible at lvl 45 though.
Now that you've been sufficiently called on the carpet; your move, rhetorical, flatulent, fustian, gaseous, gassy, grandiloquent, oratorical, orotund, windy, bloated, elevated, florid, flowery, grandiose, highfalutin (also hifalutin), high-flown, high-sounding, inflated, lofty, ornate, pompous, pontifical, pretentious, stilted, tumid, turgid; overdone, verbose, wordy - BOMBASTIC.
Confirmed from several hundered spiritbonding sessions. lvl45+ will give III and small chance of IV (around 10% for me). I do believe that higher level gear means higher base chance tho. so i I45-I69 for III-IV, and I70 for IV only.
I don't have number but i don't feel that i got a lot much IV using ilvl55 instead of 45+. (And it take twice the time to spiritbond ilvl55)
I have yet try this myself, but this is what a buddy in my linkshell told me:
You have higher chances of getting a level 4 Materia if the gear is:
- Higher ilvl. 55 is the best bet.
- High Quality instead of normal quality.
- Melded with materia, even the cheap stuff.
I don't have the money or the resources to confirm it, but it might be worth a start.
As far as specific stats go, I'd imagine spiritbonding gear inherent with those stats might work out. I know that almost every time I convert old crafting gear, I get materia with crafting stats (Craftsmanship/Control/CP) on it.

iLvl is the only thing that determines materia drops. Everything else you mentioned increases spirit bonding speed.

higher ilvl just decreases the speed
from my experience of converting hundreds of items: it doesnt matter, if the gear is 45 or 55, success rate for me is always ~10% to get IVs

Min. is ilevel 45. But anything below ilevel 70, your only getting about 10% chance for a IV.
For non-crafting/gathering materia tier IVs you really should just be SBing ilevel 70+. Unless you need a large batch of IIIs also.

i70 is 100% tier 4 but only bonds in lvl 50 dungeons except WP/AK. So coil, ct, and the rest of the 50 dungeons.
Also an oddity, aetheryte ring is a crafter's item but converts to DoW/DoM materia.
Common sense doesn't always trump game design; it'd make sense for atma books for secondary stats to be easier than the ones for primary stats, but that's not the case either. ...but then it'd also make sense for slept birds to fall to the ground.
