Except that we already have haste via sch and that's balanced, and people flat out hate spell/skill speed on gear. It would not instantly become a needed buff here.
The opposite could be argued too though that if you stacked skill/spell speed gear that the bonus from buffs would be much larger. It's one of those stats where the more you have it pays off exponentially. There's just not enough of it on gear right now to make much difference with SCH's buffs.
If they implemented Haste people would expect it to increase both skill and spell speed and probably also expect it to be able to buff the entire party with it like every other FF has allowed it to do. Time Mage would probably be relegated to a Haste-bot in that situation. If they only allow it to be cast on one person every so often then you'd just be buffing the person with the highest base skill/spell speed on gear. If it stacked with SCH then we have some dangerous situations. If they make it like SCH's and make it not stack then I don't really feel it justifies taking up a job ability slot.
I'm not discounting that it couldn't be balanced but it would be a lot of work to balance it all out versus just giving TIM a different ability altogether.

There's two reasons most classes don't stack it.
For summoner, they're more likely to actually run out of mana, even with aetherflow usage, and SS doesn't provide much benefit on DoTs since it doesn't make the DoT tick faster. You can get them onto the target a little faster, and ruin spam faster, so there is a dps increase, but since it mostly affects only the ruin spam, the difference is pretty small, plus it has no effect on the pet at all nor does it affect their OGCD damaging abilities such as Fester, thus diminishing the overall usefulness compared to det and crit which affect both pets and Fester.
For physical dps, a good portion of their damage is from basic auto attacks, which are unaffected by skill speed, thus diminishing the value of skill speed compared to crit and determination which affect both their skills and their autoattacks (as well as OGCD damaging abilities). Additionally, it does increase the potential of running out of TP and requiring bard's tp song, which reduces the bard's dps by 20% while active, which would further diminish the dps benefit of running skill speed (though not necessarily -negate- it)
Imo, an actual Haste spell should at least also affect autoattacks, but that would make it likely to become a "must have." That said, I see a lot of posts talking about how scholars need to always run Selene and never run Eos because of the SS buffs, and most, if not al, statics for end-game content run SCH+WHM, meaning they have Selene and her SS buffs. I don't think this is a bad thing, though, since the current setup of jobs strongly favors running WHM+SCH and it's not leaving anyone out, and would be that way even without using Selene. Itll be interesting to see what happens with that when they release a new healer with 3.0, though.
