Miqo'te are probably the least integrated race as a whole. All three city states seem to have been founded by another race and Hyur.
Gridania: Elezen/Hyur The ultimate leaders of Gridania are always going to be Padjal as well. The elementals also seem to be not so keen on outsiders. The only leader at all who isn't Midlander or Wildwood is the Lalafell master of the Botanists guild. Basically, Gridania is racist.
Ul'dah: Lalafell/Hyur Most of Ul'dah's money seems to be held by Lalafell, which makes sense given their prominence in trade, and money is power in Ul'dah. It's nominal leadership will always be Lala because it's hereditary. The other route to prominence seems to be through the Coliseum, and that seems dominated by Hyur.
Limsa Lominsa: Roegadyn/Hyur Probably the city least bound up by it's racial heritage and also the one with two Miqo'te in leadership positions.
So Miqo'te:
-are originally nomadic and didn't help found any of the city states.
-fewer in number than the other races
-solitary in nature
-half of the race is nocturnal, and it's probably not a great idea to have your leader asleep while the rest of the guild is awake.
I'm pretty sure that Keepers of the Moon and Duskwight Elezen are the two clans without any represantation among Eorzea's leaders.

Has anyone noticed how the majority of servers and waiters in Eorzea seem to be Miqo'te? Seriously, go look at the Drowning Wench, the Bismarck, Wineport, or the Carline Canopy. I know for a fact there's only one hyur between the four of them and the rest are all Miqo'te. Heck, even F'lhaminn is the one manning the bar in the Rising Stones. But maybe I'm just seeing things. XD
I had previously mentioned a similar point in another thread: The relative "lack" of NPC miqo'te in prominent leadership positions in any of the three city-states is more than overshadowed by the sheer abundance of miqo'te adventurers (that is, player-characters).
The way I rationalise it is, as Trashy suggested, to remember that the catfolk are not typically the type of people who would settle down in any one area for long, much less pick up a sedentary trade that they would eventually master. By tradition and temperament, the miqo'te have been nomadic hunters who go wherever their prey go. And this makes the miqo'te generally more inclined towards an adventuring life. Even those few who do settle down have a tendency not to stay still for long, as the Arcanist Guild's absent master amply demonstrates.
