Yeah, sounds weird.
Try testing with other hdmi cable or something. Also one possibility is that this always happens but just noticeable on bigger screens?

In my heart of hearts I want to say this began after 2.28, I feel like I would've noticed but, it's a subtle issue I wish I could show it on the forum here.

You'd have to be a gamer with a fine eye to catch it it's a very subtle dubstep like flicker that happens only when panning camera or moving. Interesting testing though

A.) With my PS Vita the image is crystal, no flickering.
B.) All my TV's have this issue, and I have a TV that allows me to manipulate resolutions like a monitor would, and no matter what I get the flicker.
C.) Videos created with the Share tool don't give this problem, I can't see any flickering on them, so I feel like the GPU is rendering it fine.

I'm starting to worry if this is

Drivers or Faulty HDMI Connections, trying new HDMI cable next.
