The dev cost were _one_ of the reasons, but not THE reason. http://www.forbes.com/sites/insertco...or-surrenders/There was an MMO that had amazing production values called Star Wars: The Old Republic. Everything was voice acted and it was the most expensive game ever made. It flopped. Hard. I'd rather SE put their resources towards making the game long lasting than making the non important quests voice acted.
