simple fix report the harrassers being rude because someone is doing low dps is against the rules and should be reported no reason to change things when it's the players who are doing the wrong which is the problem.

This should be at least three sentences. You wrote it as one big run-on, which means people don't know where one thought is ending and another is beginning, which causes some people to see the bolded part and think that's what you meant.
