I have NEVER gotten the "you can safely remove them from your blacklist" message. I've never gotten a response at all when reporting a gil seller.

Then you are reporting them wrongly. It takes 1 minute at most to copy paste the /tell you got from the RMTer, add world name, time and area...done. Within a few minutes, or 10 at most you get a reply from CS, apologising for any inconvenience and informing you that you can now remove them from your blacklist.
