I think it is gonna be implemented in 2.28 which is just a couple of days away.

Duty - Roulettes
Expert Roulettes and High-Level Roulettes will be open to be undertaken as a Party.

As for your playing with badies remark. There was a solution to that in every other aspect since forever outside of CT and Duty Roulettes.
