Bards and BLMs ... is hard to control your aggro?

BRD should be using quelling strikes and the BLM should do if they have or, or else they should dial back or be ready to get hit. Though it's probably bad tanking (I'm i80 and have no intention of gearing up more until later), when I do harder dungeons on my tank (like brayflox hm or halatali hm) where BLMs are gonna be flaring, when I run out of MP for flash I just Rage of Halone everything on the enmity list. If I try to do the full rotation or even half a rotation on an enemy, another will scamper off before I can get to it. It's definitely frustrating (this is also partly why I gave up tanking with anyone other than my FC or friends).
