I did, and I have issues with what you're saying. As you yourself point out, players below lvl 15 can't enter any dungeons, so partying with them just to communicate means I can no longer do any dungeons; I can't invite them to my FC, nor join their FC if they have one already; and I don't want to have to create an LS just to facilitate short conversations with players I may never talk to again after one conversation.

And, yes, I think it would be slightly alienating to say, "We don't trust you enough to let you send tells. Try again later." Maybe alienating's not the best word, but it would certainly color my first impressions of the game, that's for sure.
