A limit to pre-15, even if just a filter on pre-15 would absorb so much of the RMT tells, it would save so much irritation.
If this is relating to RMT spam, they go after players of all levels, and they don't limit themselves to lvl 1-15 either because they level themselves up. I'm not saying we don't have enough, in fact I believe we have a good many options, but to limit what we have would be stupid at best, even for those early levels which to me are fairly important.

I have /y, /sh, and sometimes /s filtered. The first two because they're usually LFG spam or FC adds, and /s because Balmung is an RP server and I don't RP. /p, /fc, and /l all require an invitation of some sort or another. Limiting /t to friends list only below level 15 would mean that either I can't communicate with people below lvl 15 outside of those four groups, or I'd have to deal with spam. Remember before you respond that you're trying to prevent spam. >_>

When I started, I had a boat load of questions and asked random players regularly for information. So disallowing tells until reaching a certain level is not a good solution imo. But independant of the Level, there could be a restriction for the number of tells outside of your friend list. 2 per hour, 10 per day. Something like this. Dunno if this would just lead to more bot registrations tho. At least it would give SE some fresh money lol.

It would not work. They would level, and still spam. The best and most effective way would be for people to STOP BUYING GIL IN THE FIRST PLACE! They are marketing because they have people to market to.
(You know who you are, and I h8 you for making my FFXIV life filled with annoying tells ><)
How about giving us the option to, when we right click, and hit blacklist a person, we get a pop up box that asks us, "Would you like to report this person for RMT marketing?" and have those complaints go into its own category for SE moderators to look at? Because Iwill be the first to admit that while I do on occasion report spammers, if I did it EVERY TIME I got a tell, I would not be able to play the game. So giving us this option would be a big help, especially if you can assign a few people to look at it, confirm, and get them banned.

Or the one option in FFXI that kinda worked. Block shouts, tells, etc. that flags as spam. Problem with that one is that you can bypass it with creative typing/writing and whoever at SE would need to update it every once so often and it could potentially block legit messages.
I don't know about you but one way I find my friends/they find me is sometimes I get an initial /t 'Hey I'm back playing again!' from them....if you block tells from non-friendslist ppl how will you find your friends/add them?

SE already has filters in place that are set to catch both /sh and /t spam but as you pointed out, with creative typing spammers get around it. Part of the reason spamming is getting more frequent again is the rmts figured out a way around the current spam filter. But if you pay attention, the RMT spam formats change a wee bit over time, in part so they can 'keep ahead' of the filters.

Also rewriting game systems that will make the average gamers life more difficult just so you can avoid a couple lines of spam chat every day seems a little extreme....and like something that could both frustrate new players and cause them to discontinue playing. I've had new players ask for help here and there and /t is the easiest way to assist them.

Also, we don't level our characters, we technically level their classes (yes classes, not even jobs). So what happens when you switch to your level 4 GLA....can you talk to people....or your level 10 Weaver?

You can always add as friend or join an FC or invite to LS.........

RMT rarely levels up. They don't last that long, for one.

Power-leveling services, sure they do... but they won't advertise on an account that's being power-leveled.

It's a limit for the greater good, it's not that hard to utilize an opt-in Friend Add/FC/LS.

So, I should have to add as friends any low-level player who wants to send me a tell? I'm already in an FC, and I don't have invite privileges within the FC, so that's not an option. I guess I could create an LS just to handle tells, but that seems like a ridiculous workaround. How about we just let low-level players communicate?

Like it takes so long to get to 15... it's not like you can even enter a dungeon pre-15.

    You still have party chat.

Also, it could be implemented that you only need one class over 15 on the character (e.g. switching to a subclass under 15 won't prevent you).

    Low-level players could communicate... /say /party /l or befriending...

I feel like the idea is getting made out to be this incredible burden or hassle...

It's pathetic how minor it is in comparison to filling up your Blacklist weekly with RMT shouts/tells in yet people will still find fault.

I've never filled my blist, and adding people to my blist takes two clicks. /s would usually take me at least 4, /p 3 assuming I'm not already in a party (like, say, waiting for PF to fill), /l would involve starting an ls dedicated to conversing with lowbies and would also require at least 3 clicks. So, yes, each alternative you've listed is actually more involved than adding someone to my blist, nevermind that it needlessly alienates new players.
