If you mean pick it up and reposition it while talking to a NPC, I have tried that. It will work for that speech bubble only then it will revert for the next one.

Every once in a while itll get back down...
Also every single time u re-login it backs to the "bugged" area...

Hey, you linked to my original report! I'm rather comforted to know that I'm not the only one with the NPC dialogue issue on PS4. It still hasn't been fixed for me, btw (although I haven't logged on since the 2.28 patch update this morning - but I doubt they fixed it).

I've not heard anything acknowledging this bug since I originally reported it. They just went and moved it to Duplicate Bugs (even though I've never seen another bug report about it until now).

I did discover that the problem only occurs when using keyboard & mouse. If you use a PS4 controller and have the bubble set high enough, it never shifts downwards. But, who wants to play this game with a controller anyways? (forced laughter...)

I really wish they'd acknowledge this bug and fix it. It's one of my only gripes with this awesome game.

EDIT: Oh, I see you have this problem and are using a controller to play.... so, it's not limited to just keyboard/mice configurations... my bad.
