    There was already a thread about it which I can not find because I can not even remember the name of it but it had documented that the lowest you can currently go is 10%

    I have to thank Square-Enix for the amazing job they have done recreating Final Fantasy XIV from Scratch. Especially the inclusion of Missing Genders which we petitioned for in good faith. This was proof to us players that the Developers are truly Sympathetic to our requests and that being honest and vocal can pay off with the amazing characters we have who are Female Roegadyn, Male Miqote, and Female Highlanders. Thank You SE, Thank You Community Team, Thank You Yoshi-P.

    A reduction of 90% xp rate compared to WoW's 150% down to 100% doesn't really make sense, unless you consider FFXIV's base xp rate to be like 50% or something.

    All that aside, the comparison makes no sense purely because FFXIV's surplus resets once a week and takes a along time to recover, whereas WoW's rested bonus generates very slowly (if you played daily you'd gain about 3 bars bonus xp out of 20) and generates instantaneously.

    Rest is a device that allows more casual gamers to stay somewhat on par with other players, as to character level. It's also a clever device to encourage less-active players to keep their accounts, making players want to come back and play some more after some time away from the game. Rest also adds more value to the subscription fee. In light of the controversy of game addiction, rest also gives players reason to cease play
    I think this sums it up nicely courtesy of Wowwiki, it serves both ways, whereas FFXIV's doesn't really provide a 'boost' to casual players, it simply hurts the play quality of 'over-players'. I'd prefer it the other way because it might help to speed up the grind, rather than restrict it to a set speed.

    It feels like less of a rule, which is obviously going to be welcomed more.
