You keep saying FFXIV's fatigue and WoW's surplus are the same, yet that simply isn't true, and you outline why in this post (in bold).Surplus is the same as Bonus Xp. Surplus is just more strict.
Example.
In WoW completing a Challenge while Rested Nets you 500 XP, While completing it unrest earns you 250 XP.
In FFXIV completing a challenge while normal nets you 500 XP, while completing it fatigued earns you 250 xp.
The systems the same, nomenclature is different. The major difference is though that with XIV the deeper into fatigue you go the less XP you get per completed challenge.
Please stop saying it's the same. It isn't the same. You're only saying that as an excuse for a flawed design mechanic.

If you want to compare anything in this game to WoW's rested EXP, it could only be the SP bonus from Guardian Aspect, the difference being you can choose when to use GA, and you gain it even while logged in, while in WoW you are forced to go through your rested EXP until it's gone, and it only regenerates when logged out.
A WoW-style rested EXP system does not fit this game, because of bazaars. There are a lot of people who leave their characters logged on 24/7 because they are standing in the middle of Ul'dah with their bazaar flags up.
FFXI got the whole bonus thing right with the EXP bonus rings. It would be best for FFXIV if it was done this way, or maybe the Guardian Aspect system can be expanded for utilization outside of levequesting.

But if you want to use it as an example. Sitting in town restores Rested XP in Wow.

Two People Leave a City. One travels faster and has to stop for gas, The other travels slower but saves gas on the trip, They both arrive at the same time because of the time it took for one person to stop and buy the new gas.
And yes, Rested XP does discourage play. I had many friends who would stop grinding and doing quests when ever their rested XP ran out and then log off for the night.

You wont in FFXIV either unless you play to an extreme and as I said we are not talking about the Extreme but the function of the system which is that The Longer You Play The Less You Make over time. Thais the function it doesn't change. Once just goes to an extreme.

Well, basing your ideas on a select group of friends isn't really representative of everyone, I know plenty of people who levelled far beyond rested bonus, especially with heirloom items.It doesn't matter if your + or - is before or after if the end result is still 3XP.

If it was the same, in WoW you would start in rested, then eventually grind down to 'exhausted' and gain 0 xp for anything, that would never be the case.
Also, weird choice of analogy considering fast travel saves gas if you don't have to stop often <_<
