If a group cant match another group near there rank some downtime happens (5mins) and it ques with the next lowerest ranking group. Also not many people actually queing for pvp so you would still have instences to enter. When que times take hour... that when stuff is full and also busy.
Yeah because having a ton of overgeared wintrading cheats in iLVL 90 gear won't affect frontlines at all.
