Looks like Felt robe set. Could be dated gear from 1.0, which is all classes.
Were you able to examine it?

It doesn't matter either way because Felt Robe and its associated set are all classes.
I can get the reasoning behind it too, but there are still some items that are a little weird and it should at least be consistent. I think most leather gloves and shoes should be all classes, personally, and there are many cloth items that are geared toward DoW that can't be worn by mages like Kecks and Shirts.I don't think I'm against this. The game seems to follow the logic that everyone can wear cloth, but you need special strength or skills to wear heavier armor like mail or plate--skills and strength that only certain classes and jobs are capable of. This makes sense to me, but I wouldn't be against some special sets of armor-like gear that mages can wear, similar to the lightsteel set, which flat out admits in the name that its not heavy armor. Lightsteel.
I'd be totally for vanity-only varieties for sure though.
