Echo in T5 is kinda like Echo in Titan EX, if you've already been practicing it for a while it helps you get past the parts you probably already know a bit more quickly but you still need to deal with the mechanics.

If you queue up for Twintania in DF odds are you won't beat it even with the echo you will get people who don't know the fight and will wipe the group.
If you queue up twin for a PF you won't beat it. Unless there is some perverse luck, Twin is still reserved for semi-statics or FCs to this day.

With the echo + solo heals you can easily push and even skip entire phases.Sorta Sorta. Not really, is the final answer.
The buff does nothing to every major mechanic, and we have tried brute forcing it. Doesn't work as of 15%.
Buff helps: Death Sentences, Infirmary, fast conflags, 12minute enrage
Buff doesn't help: Conflags in general, Fireballs resets, dive bombs, snakes, twisters, dreds, liquid hell, pretty much all the hard stuff.
So basically no, echo doesn't help clear twin.
What echo does help is training. You don't have stupid stuff happening. If someone is caught in a conflag they shouldn't have, no big deal, If a tank is caught in a unprotected DS, not the end of the world. If you have someone dead on dreds, not the end of the world.
Basically, 2.2 is twin 2.1 without an enrage timer
Twin is win is not going to come to those that couldn't beat twin in the first place.
I think at 25%, that is when you can faceroll Twintania without knowing any mechanics. It's 15% right now, so in 1 month, try again.
To be honest, I don't think this will be the case. All the Echo in the world won't help you for Twisters, Divebombs and even Hatches, unless you are the only one in the group who doesn't know how to do those. In which case, Twelve help you in the Second Coil.
It is like Titan Extreme. The Echo merely increases your odds of success, but if you don't know how to do mechanics, you are probably not going to clear it even with a full Echo buff.

Those are reserved for people who are farming twin.
For people clearing twin, you're giving them a death trap to single heal single tank.
Single tank double heal is doable, but you need the tank to be on farm level. (and a healer that can do transitions correctly, biggest problem with single tank is during snakes and profusion, very easy for a tank to die, if you can't heal during 1st twister while moving into star formation)
fyi you can't skip phases, only shorten them no matter how many dps.
Adds: no skiping
Conflags: they go faster, they don't skip. You maybe able to get it down to 2 rotations but you risk a conflag in the middle of dive bombs, so 3 no matter what
Dive bombs is unskipable
Snakes is unskippable (More dps is not always better here, since brute force means getting 2 stacks of weakness during divebombs, instant death for any non-tanks that fails it)
Twister is unskipple
Nothing to skip in Hatches
and finally even at 15% twin, I have clocked dps at as low as 180. That's laughable to push anything, even if you have 6 of them.
A twin run by farm people are easily floating at 250~300+

I gave up on the plat cuz i just can't do the levequests trophy.
The only thing that will kill u like it would in 2.1 and under are
-unstacked fireballs
-failed conflags
-twisters
-touching wall of flames
-dreads
-hatches thingy
Everything else is now trivial ad can be overlooked if you have 2.2 gear lol.
I waited for a long time for my clear and did it in a pf group that i just decided to join because why not lol.
That's like everything in the fight.
