For Ex Primals, the minimum iLvl IS undergeared. You need around i80 to survive everything thrown at you. Otherwise one hit = dead.

All 3 ex primals are completely doable at their minimum ilvl requirements... with 8 very good players that is. When the game first released people were clearing Turn 1 and 2 with an average ilvl in the mid 60s, well below the requirement SE put in for 2.2.
