Yes, Naoki Yoshida did in Letter #9. In it he states that the Development team finished testing Settlements in time for 1.18, but were still working on Beastmen Settlements ... so those will be in 1.19.

The only things you miss are speculations and "maybe" from the producer, eg Airships. for 1.19

The lack of talk is probably due to the fact that the community didn't really have as many questions regarding Settlements as much as they did for Jobs, Auto-Attack, and the Materia System. So the Development Team just let the statement stand as-is.

Nothing majorly exciting here. Giggled a little when I saw that ARC is going to use bare hands as auto-attack. I wonder how that will look with a bow out.

Also is Archer attacking with bare fists? Is this while they hold the bow in one hand, maybe they could have a pimp slap auto attack ^^
