Right now, no one really uses alts except perhaps for retainer space. Personally, I'd prefer to keep it at that instead of allowing people to create 7 more characters and fill up a neighborhood just because they have money and can.

My alts are still me, and last I checked, I'm a person, regardless of whether I'm logged into my main or an alt. (Though to be honest, it's only two characters in particular who I really want to create houses for. The rest I only occasionally log into, but those two I RP frequently.) Perhaps you're used to XI/XIV's system of doing everything on one character and thus can't imagine people spending significant time on their alts, but trust me - we do.
