What if I tell you that I also tried with Garuda and it interrupts. The delay on Garuda actually casting it might be why you failed. Also, it can start casting again right after knockback.

I did it with enough time and the cast bar still filled up.

Did you make sure Garuda actually knock back the mage add? Was it too close to the edge of the boat perhaps? I've never failed to use Shockwave on that add.
