You'd be surprised. It could be used as a distraction. Get peoples' minds off that kinda crap, at least for a little while. Remember what the WHOLE point of Blitzball was in X (no, not Wakka's celestrial weapon)?
I'm hoping it's in the Sagolii Desert. Those guys excavating in Byregot's Spire, I'd like to think that's a piece of the Gold Saucer =D.
The amusement park has been confirmed, at least to a casino level, and its entrance already exists (it's in Ul'dah, right next to the Pugilists' Guild entrance). There is also an NPC standing there, saying that currently they aren't accepting new memberships to the casino. Sooo yes, it will definitely be a thing.

I mean, what other purpose would there be for such a huge empty space? Especially as it's a desert.
If I remember correctly, although the Golden Saucer in FFVII was in the sky, the entrance to it was in a desert (the cable car). I guess that was a reference to Vegas being in the desert too.
Even in real life, only a portion of a nation deals with the war. The rest are business as usual and if you are in the entertainment business, then you would continue and possibly make more money to help people "forget" about the war.
I heard the slot machines will have RNG, which is obviously unacceptable.
