they must collect feedback and brainstorm on what to do.
it does take time...

Its not about them nerfing the Atma questline, I want them to keep it challenging....I just want them to stop making bad game designs by making Animus come from something that requires skill, not Random Number Generator that requires no skill what so ever....i just want to say, they stated already that 2.25 was a pvp patch [not a very good one]...also...we could all assume
it was a mini patch to begin with. they also pushed back the other questline for the next patch
with that...we just got 2.2 like 1 month ago, big contents come in 2.3.
expect bigger things n bigger changes in 1 big patch.
im sure they will nerf atma and stuff, so just leave n come back. bye!
RNG is a pain in the ass but I can never understand why it has to be based on pure skill either. The design is to eat up your time and it is successful in doing so. However, just quitting because the time doesn't justify the rewards means you go find an alternative called Coil. Just be patient and farm fates steadily, your resentment is from the fact that you want it now! You will get it done eventually, what is the rush?

Heli's Black Market open for business. Sells black market items for your exotic needs.

Okay then. that's what I'll do. I'll tell you a story. Can you hear them? All these people who lived in terror of you and your judgement. All these people who's ancestors devoted themselves to you, sacrificed themselves to you. Can you hear them singing?

To be fair they have the Data, It was even said in the last live letter. Why do you think they held back on the next part until 2.28. It shouldn't take rocket scientist to "Brainstorm" to fix this. All they need to do is adjust the drop.

They are reworking the Novus part.
No confirmation that they change the Animus part befor 2.28 come out.

"I know some of our players have been looking forward to the continuation of the Zodiac Weapons quests that I mentioned in the recent letter LIVE, but the release of these new quests has been postponed. Our reasoning for this decision is, in brief:
•Many players still have yet to obtain an Animus weapon".

I didn't say anything about them postponing so they could adjust anything for Atma/Animus. All I'm saying is that they have the data to know who has obtained Atmas/Animus weapons. And one of the reason for the delay was that •Many players still have yet to obtain an Animus weapon. So they should have already fixed the drop rate for Atmas. So they don't need to "Brainstorm" about how to fix the issue.
As for the Novus part, I'm Glad they are postponing it. Not because I'm only 5/9 books. But because I would rather them hold off and make sure it won't be a cluster flock like Atma quest is.

If only solutions were that simple. I doubt it is as simple as changing one number in code.I didn't say anything about them postponing so they could adjust anything for Atma/Animus.
What if they don't even want to change the drop rate? Add other options to the quest or go with a different approach entirely? Unless you are part of the Dev team or they actually share the information you are simply assuming.
