If you are lazy to read, I'll puck out the specific line that Yoshida said so:

"最終形態ではパラメータをいじれる要素も入る予定です。"

It means "in its final form (relic weapon), we plan to introduce the element to tweak it's parameters"

Which means, yes, when the Saga of the Zodiac Weapon final quest line which should be in patch 2.3 (according to the interview and live letters), you should be able to tweak it's stats, presumed to be secondary stats.

It's pretty simple.

Tidal Bow > Artemis Animus > Wave Bow > Artemis Atma.

However, Artemis Animus will be upgraded in 2.25 and 2.3 and beyond because it's a job weapon. And it's easier to get compared to Tidal Bow. So yeah, never bothered with Levi weapon.

People have been farming Leviathan since the release of 2.2 and haven't gotten a mirror. The drop rate is stupidly low and then you have to roll against 7 other people.
