I think they want to prevent people from getting a request with one class and then completing it with another (like a level 50 class) and then going back to the lower-level class to collect the reward.



No reason they couldn't lock it to the class that accepts it, they already lock quests to classes/jobs, can't be that hard.


And why would they do that? Say you have two classes you are levelling that meet the quest level. You pick up with one class and can turn in with the other today... Why change that?
The only restriction is that if you're lower than the quest level you can't hand in that quest.
