Beast Tribe Dailies Level

Am I th only one who think level 40 would be a better level for these to unlock? I mean I can accept them at level 40 and even kill the mobs in that area at level 40 but can't claim the reward for doing it, how does this make sense?

Edit: Also there are tons of quests that let you accept them even though the level is above yours, you complete the objectives and go back to the NPC only to find that you are denied!....
