Uh, MeiUshu, if you look carefully at SE's response you will see it is specifically about a party member who harasses the group (through a fake AFK) to try to force a kick.

If a group of 3 ques and gets a random thats fine, however clicking the accept button on the DF prompt, is an agreement to attempt to finish a dungeon as intended.

except no. we are under no obligation to finish and clicking "enter" is not a binding agreement whatsoever. if 3 out of 4 people wish to abandon a dungeon, its not harassment. its definitely not nice, and it sucks when it happens. but there is no rule preventing it. if they use the vote abandon feature opposed to just leaving outright then they are in fact using the system as its intended. the only thing SE has stated is against the rules is abusing the vote kick feature, as in AFKing to get kicked or simply just asking the pt to kick you. as for the former tho i think they will be hard pressed to try to punish people for going AFK, the risk of hurting innocent players who legitimately have to AFK would be too great imo

im not defending the action, or saying its right. but reporting people for leaving a dungeon will get you approximately no where

There may be no binding agreement when you use the duty finder but there is a commonly acknowledged etiquette that if you're joining up you plan to complete the duty as it is stated in the finder. When you decide to join a duty purely with the intention of dropping out before it is completed you are inconveniencing other players either by making them wait for a replacement or by forcing them to abandon the entire endeavor and entirely wasting their time.

Vote abandon was not implemented so that you and a couple of friends could hijack the duty finder and turn it into a personal 2 boss speed run or whatever your heart desires. It was intended for groups which were unable to complete a duty due to insufficient skill or equipment and didn't want to punish themselves or others by forcing one person to take the 30 minute penalty and letting the others off to instantly rejoin a new group.

I'm pretty sure SE has even acknowledged that the vote abandon feature is not meant to be something used repeatedly by a group because there should be a cooldown on how often any one person is allowed to initiate it. I know this cooldown limit exists for kicking players from an instance. Neither of these features was meant to be used run after run but rather in dire circumstances.

how you can report someone for harrassement, there is nothing written somewhere that you need to FINISH the dungeon, (..)

We just give informations to SE that "someone" may be harassing or abusing the system!
They have to look into it and judge if it was abuse/harassment or not.

You miss out one important point: How often does the player do it?
You see, it is not the legitim "leaving", but the strange behavior that is rising lately...

I encountered this issue in Halatali HM last night where one of the mbr asked to be kicked and then just sat in one place trying to force the kick. Funny thing is he wasn't completely AFK as he was whining and moaning the whole time. So the rest of the party who did not know each other in the slightest cast a new type of vote. Kick the abuser, or /stepdance in front of the boss for the remaining 50 minutes. We chose the latter and he finally decided to help lol.

In all seriousness however, I have to say that I honestly would not be bothered if they just gave all of the Tomes at the end of the dungeon itself. If would be inconvenient for some but I think it would be worth it overall.

Many MMOs do it that way because, there are very few reasons to do it any other way.

Put all the tomes at the end of the dungeon and you just have people refusing to click accept on a new instance and waiting for a party in progress. They should just make each boss give equal amounts.

I just don't get why people wouldn't use PF. Me and two other people in my FC wanted to farm it last night. We needed one more so I tried to send a tell to another FC member but sent a shout by mistake. My chat log instantly filled with about 10 people clamoring to join lol.

Indeed I consistently see said parties in PF. Why even waste your time and grief others when there is a way to run it multiple times. Makes no sense.

The problem I see with this whole AFK is how to say for sure the person was really AFK. One way would be to look at his chat (afk in dungeon and chating on FC? yeah right =P) but several times I had to go afk (real life stuff happens) and when I get back people usually kicked me for being AFK for too long... I usually say that I have to afk for a few and its ok to kick me if I take too long, but to some people that could be seen as a fake-AFK just to get kicked too.....
