A verbal agreement requires two or more parties agree to the terms and then put in writing that they will abide by those terms. If you say "The shield is mine, and if you join, you can't lot on it." and the other party or parties say nothing, you don't have an agreement. So in order to report somebody for this, make sure you get a written confirmation that they understand and will abide by your terms.
As a side note, when people say things like that, I say nothing and wait to get kicked from the party. And if your precious loot is that rare and important to you --- run with trusted friends????

What do people think about people rolling Need on things they don't actually need?
For example: I'm taking a break from my MNK main and leveling up my lvl 40 BLM. Run Cutter's DF and get grouped with a lvl 50 DRG in full i90. lvl 38 DRG chest drops from the last boss and I happen to have a lvl 41 DRG as well so I roll Greed. lvl 50 DRG in full i90 rolls Need on the lvl 38 chest.
Now I personally find this incredibly annoying. The DRG didn't actually need the chest, they (probably) just want to turn it in for seals. Though I suppose one could make the argument that the DRG did "Need" the chest for seals, but then again you could say everyone else in the group had the same level of "Need" in that case as well. Either way if the same thing happened and I happened to be on my lvl 40 DRG at the time it would really irritate me.
Thoughts?
"Need" can be for a number of things. Maybe they "needed" seals, maybe they "needed" it for vanity, maybe they "needed" it for materia, etc. Items hold value outside their raw stats so while an altruistic player may see that you're undergeared and could use the boost, no one is obligated to do so, more so when vanity is the reason. If someone runs the same dungeon 50 times trying to get that drop, who is to say that your "need" of stats is more deserving than all the time and effort spent by the other player?
That annoys me too, but who is to say the DRG's need of seals is any less important than that of someone leveling up a job. Most gear doesn't last long anyway while leveling up. Now with that said, whenever I go into a lower dungeon as that i90 character, I'll just roll greed on things, regardless if I can "need" it or not. I kind of feel on the fence about this.
I really want Garuda's Talons for vanity purposes, but have my Zenith, so I certainly don't need it. I have run that instance more times than I care to admit, and lost the roll the one time I did see them drop. Hypothetically, if I were in a group and there was another MNK that had Ifrit claws, or darklight, I would still roll need if they dropped. The same will happen if I ever see that damn Infantry Shirt. Outside of that, typically when I play as MNK, I roll greed on something that isn't an upgrade.
That said, there is a good chance that he didn't know you had DRG leveled, unless you stated otherwise prior to him rolling.
back on subject! I reported him and got an obviously automated response as it was loosely based on the actual issue but it did suggest this is a form of griefing and i have provided all the evidence they needed but they won't let me know the details of the actions taken. I can confirm he didn't get banned/suspended (not that i think he should) as he's still making party finder groups. I didn't examine him to see if he still had the item. I'll most likely do so if i run across him again but for the most part it's behind me. It's not that i feel it's that big of deal but i can't help thinking i got duped into a swayed roll had the drop been his shield i would have honored my words. I did in fact black list him and as far as i can tell SE doesn't take it seriously as someone in a shout mentioned how he ninja looted them after agreeing to pass. I'm sure the community will ban him before SE does lol.
just take waht u need if its a pug, if u are with fc mates u can trust them, but for pugs, meh, greed and need fastest u can, you have to think for u
