Reporting ninja looters

So i was running some turn 1 with a guy (who's name i won't broadcast) who told me in party chat they would pass on everything except the tank shield having me agree to pass on shield if it drops. The shield doesn't drop but the chest piece does and he rolls and wins it. Can i report him for harassment because he basically lied and mislead me?
Or is it okay to fool people into thinking you'll pass something and roll on it anyway.
I have screen shots to prove everything as well.

inside the game rules everyone is entitled to roll "need" based on their class and "greed/pass" everything , they didnt break any game rule even they broke a morale rule

I don't think much can be done to be honest. Best bet is running with people you can trust in situations like this. It sucks that they lied to you yeah but there is no such thing as ninja looting in this game IMO, the loot system sorts loot so it can't be stolen.
By all means try to report, maybe it'd count as harrassment. I doubt it however.

Assume when doing PF or DF that anyone will roll need/greed on anything they can and don't be surprised when anonymous internet people are shady. Sorry for your luck.

I would attempt to report it to a GM regardless. Joining under false pretenses and then turning around and breaking the rules set by the party leader -should- be a reportable offense, but I earnestly do not know if the GM's would do anything about it. The best you can do is put him on your blacklist and not party with someone like that. It's what I do to ninja looters, and eventually, with things like Levi-EX, Coil2 etc being PF/server-only, they'll be left out.

A dev responded a while back about this issue and confirmed that it should be reported and can be bannable.

One of the first things we are looking into doing is adding a system so information is displayed in the chat log regarding who lotted on an item.

We've received a lot of requests to make it possible to pass after you've already lotted on an item, but due to the current system as well as prospects for the future we do not have any plans to implement this at the moment.

Also, while this isn't limited to only the topic at hand, it's extremely difficult to prevent human error by creating perfect rules within the game system as it becomes something that forces players to go through a cumbersome process. (Such as going through multiple confirmation windows.)

Naturally we will continue to make changes to the system for improvements, but ultimately we feel that there are situations where we would like you to decide on the rules amongst yourselves. Before entering a duty, make sure that all party members are informed of the agreement and who is able to lot on which item. All party members should agree to those terms before entering to ensure an agreement is clearly understood.

Breaking these agreements, or behavior that imposes on other players' enjoyment of the game, will not be tolerated. If after an investigation it's confirmed that a player clearly understood the rules when joining a group and still acted in such a manner, proper action will be taken against the player, which may include confiscation of the item or account suspension, so please avoid doing anything like this.

There was a statement released some time ago, I think in response to a loot thread, that said that they had no plans to create a managed loot system. In the same response they said that it was up to the players, and if there is a verbal agreement to looting, that breaking that agreement could be reported to the GMs.

If there is a verbal agreement, that is broken, it is indeed reportable. There was a rep statement.

I read somewhere in the forums that if you create your party in PF and made your own rules with everyone accepting them, then you can report them if they break said rules.
