If it was in DF, there isn't really anything that can be done. However if you're in PF, and if the rule accepted by the group was "one lot called" or other (greed>need) things, and if that lot rule was broken, then you can report it and it's bannable (under harassment iirc).
Camate said you could report them, however that isn't a guarantee that they will actually do something about it. Remember, they have to make sure that you aren't reporting under false pretenses as well, and most of the time they will not do anything if there's a slight chance the person in question might be innocent.
In short, if you want to guarantee loot then play the class that will be able to get it. IMO trying to force restrictive loot rules in a pug is terrible because you're basically telling pick up players that they're not allowed to roll on loot because you say so.
Why should anyone join if they can't roll on loot?
Also in the situation you described, the guy said he wouldn't roll on something but later rolled anyway. So he just lied. It's not like there was a loot rule that the entire party agreed upon beforehand and before joining the PF. IMO that should not be bannable. If instead you asked/claimed the loot, rather than he offering it to you, then you might have a case.

we were both paladin so we both could roll need. It was in party finder not DF. and he clearly stated he would pass on all items other then the shield if i agreed to pass on shield which i did. It was an obvious lie on his part for had it been his shield, he would have been angry to lose it. I reported it anyway and i'll update this thread to let you know if you can report these issues or if it's okay to lie to people to sway their rolls.

Naturally we will continue to make changes to the system for improvements, but ultimately we feel that there are situations where we would like you to decide on the rules amongst yourselves. Before entering a duty, make sure that all party members are informed of the agreement and who is able to lot on which item. All party members should agree to those terms before entering to ensure an agreement is clearly understood.
Breaking these agreements, or behavior that imposes on other players' enjoyment of the game, will not be tolerated. If after an investigation it's confirmed that a player clearly understood the rules when joining a group and still acted in such a manner, proper action will be taken against the player, which may include confiscation of the item or account suspension, so please avoid doing anything like this.
It's a party, not a contract.
The game establishes a core mechanism for loot distribution, and that's an NBG roll with option to pass for 'valuable' items, and random party disbursement for 'drops'. Breaking the 'trust' over contrived rules in addition to the game mechanics, while sleazy in its own right, isn't a breach of the game. Don't play by 'special' rules with people you are under no obligation to trust.
Keep 'greed only' and 'reservation' runs to within your own circles of people where there is at least some semblance of trust. Pick-ups will, and should be expected to, roll for loot to the fullest extent permissible. If you want a piece of gear, show up with a class that can roll Need. Otherwise, don't complain and stop being lazy.

If terms were agreed upon in chat before the fight, you can report if it's broken.
I had to file a report due to this reason, and they got back to me within a day asking for a little more detail (zone, terms, time of conversation, etc). While you'll never truly know the outcome, the guy that I reported was no longer sporting the ring in question after a few days. And even checking the lodestone isn't complete proof as it likes to upload gear funky sometimes, but it made me feel better not seeing it![]()
