Because it's the most efficient use of those CDs. The whole purpose of AoE HoT's is to top a party off after heavy raid wide-damage the quickest and cheapest means possible while continuing to focus the tank. While Rouse, Fey Illumination and Whispering Dawn is pretty overkill the HoT is so potent that your fellow WHM can completely forgo using Medica/2 or Cure 3 after heavy party damage which in turn conserves their MP pool at the cost of a relatively short 2min CD (compared to their 3min SoS). Like, if you're using FI to simply boost overall heals by 20% it's all gonna go to waste over-healing the tank, which for a 2min CD is fairly pointless. In that situation you're better off dropping Sacred Soil and Virus/Eye for an Eye to reduce overall damage.

Efficient? How? I can't think of any situation pre-coil2 that requires that strong of a HoT that doesn't immediately go to waste within 5 secs of casting it. Rouse + WD alone will produce the same result every single time.
The reality is, your partner WHM will continue to cast Medica II oblivious to whatever fancy buff you cast further adding to the over healing.

I much rather use Fey illum independently in situations where WD is not up. e.g. buffing a WHM's HoTs because yours are down.

I have my Fey Illumination tied to a Rouse Macro and Whispering Dawn by itself. To answer your question, the only time I'd ever really need to even hit Whispering Dawn is in a time when I will actually need it. In that case, I definitely want the over heal. It also conserves MP if you get topped off quick and makes Titan's Weight of the Land and plumes a joke.

When I use Eos, I use her just for this. Overheal for no mana and all threat on the fairy with a pretty short cooldown - no problem!
