Flying means to me... New Area is Floating City kinda like the area around Camp Overlook. Also he called the new girl (heretic in Ishgard's point of view) and also the hint that if Ishgard is opened which he mentioned 2.3 will start leading that way. We would be fighting Nidhogg who is guarding/living at the city.
