    you can actually buy a pc version then transfer to ps4, to transfer from ps3 to ps4, u need to log in at least once on the ps3

    You would need to buy both the pc version and the ps4 version to be able to log in to both on the same account.

    That said I know when I purchased my pc version I got the normal copy. Later on I went to the store and bought the CE upgrade. They might very well have a CE upgrade option for you as well.
