Is it confirmed you can throw away a book once you are done with it?

You don't throw books away. They get replaced once you get a new one.
I don't mind the book system, the amount of effort you put into it equals the reward you get and you can visibility see progression. the Atma system makes it so that a player can potentially get all 12 in a matter of hours while some players that I know of have been grinding since patch and have yet to complete the set.
AT LEAST buff the drop rates a bit to put players trying to do this on somewhat equal footing because at the moment all this is doing is fostering resentment towards the players that just got incredibly lucky.
can any one verify? some ppl are saying the increase drop since 2.21.. however as there is no official patch note saying so or any offical response from SE, i am thinking this is just some.. self lying mentality of sort.
Personally i have about the same drop rate as before patch..
Doubtful it changed. It's more likely that those people have just been getting lucky.
1. It is clear they have made the Atma farming the way it is to cater for the influx of new players we will see on PS4.
2. If you complain about atma being boring and stupid, you should try getting other weapons.
3. If you continue to nag you should close the game, put your shoes on and go play outside until it eventually gets revised in the future.
I cant understand all the hate surrounding FATES. Sure it gets old, but so does doing side quests, leves, the same dungeon over and over. Did people bitch about Guild Wars 2 having a similar system to fates?
The ATMAs FATE grind is on a completely different level of PAIN as compared to dungeon grinding. I think you will "understand" if you ran FATEs for hours and hours and more hours and then even more hours and finally even more HOURs and STILL NO ATMA drop.
What I wish I could do when
I get an RMT message:
1. And how does that help new players? Having 10+ 50s zerging the fates so that new players cannot make a meaningful impact on the fates to get a good reward isn't helping them.1. It is clear they have made the Atma farming the way it is to cater for the influx of new players we will see on PS4.

2. Yes, there are other weapons. But the others have much higher requirements to get them. People who cannot get into a static coil group or cannot clear titan extreme to get to Levi Ex automatically default these options.
3. Perhaps. Also consider that a lot of people are only doing this right now because of the amount of people doing this right now. As time goes on, less and less people will be doing this making the fates harder and harder to complete. It is the catch 22 of the system.

This is a misconception. FATEs are scaled based on how many people completed the last one. This includes NPCs that appear to help out. Also, being over-geared will still make them exceedingly easy. At worst, they will take a few minutes longer than now.
