What I felt that SE could at least do is make separate FATEs for the books and make it a fixed time event. like 0000hrs, 0300hrs, 0600hrs, 0900hrs so on and so forth that the FATE would pop.

AT LEAST we know when it would pop and we can actually do something else. Heck, even if SE wants to make it every 6 or 8hrs by all means but at least it is fixed, I know the time it will appear and I can enjoy or "enjoy" the other contents of 2.2. I could farm a second set of Atma or whatever as long as I don't need to stand on the same spot like an idiot waiting for that damn FATE.
