No. That is not excusable. Forming your party WON'T change anything when you can't ride chocobos or make it in time when all high lvls take over and finish the FATE before you can reach it in time. Especially if you are low level, you have lesser chance to get gold FATE reward.

I've been leveling PGL the past couple days, and I've been getting golds consistently without much trouble (and without a PT or chocobo). If you're getting bronzes in FATEs you have to change your tactics.
Here's how FATEs work. It isn't about how many enemies you get credit for killing. It's about how many times you are able to execute a skill on a FATE target. The key in a crowded FATE is to be constantly switching targets and tapping as many as you can. It doesn't take a lot to get a gold rating, and you don't have to stay in the FATE area to get credit. So you do enough in one FATE so you know you'll get a gold, then you check your map and start heading to the next one.
If you go into it believing what the General Discussion Piss & Moan Club tells you about them being "boring, mindless grindfests", then yeah you're gonna have trouble. If you pay attention and know the mechanics, it goes real fast and it works quite well.
