Because people want a challange and a reward that actually means something, but when they finally get the option it's suddenly to hard and it's ruining the game and people want their atmas right now.
This, I have never been this challenged in all my gaming life, this quest put my ability to press 1 and even sometimes 2 to the maximum test, I mean I even had to move from place from place and it was tough. I feel like I'm a super expert player now, Twintania was cake compared to this great challenge!

I agree S.E even threw in more lag to make the game more challenging. Isn't that what everyone asked for? More challenging?
I got my 1st drop in my 23rd hour of FATE grinding. It's not that I want them NOW, it's that I want to be making some kind of progress in all this grinding, and I also want it to be a grind for everyone who does the quest, not just the unlucky ones.
For example, if they'd made FATEs have a 20% chance to drop an Atma Shard, and you need 100 of these from each zone to assemble that zone's Atma, I would be much more okay with that, but if they really wanted to get people out in the world doing the content and socializing, they could have made it a quest to complete every FATE that spawns in the zone before you receive the Atma for that zone (they could even include Odin for every zone in the Shroud!). That, I think, would have been an interesting way to get people engaged with each other and the content.
This is just a horribly badly designed quest. The upgrade should be difficult to get, I'm with you on that, but it shouldn't be 100% luck and 0% skill/tenacity, the way it is now.

There is zero challenge in grinding FATEs. If it weren't for having to move between them, I could spam the Blizzard II button while I read a book or played another game and be guaranteed gold on nearly every one with little to no risk of failure. The only challenge is whether you can endure the tedium for long enough to get lucky.
