Is there a minimum gathering and/or perception rating? I've only half hearted fished for this one between DF queues. I've got a full set of HQ fishing gear, but no melds on it.

Should be enough.
This pecker is extremely elusive though, so expect to be fishing for him for a loooooooooooooong time.

Yeah, I'm glad I kept mine. The sawfish is actually far far more annoying to catch than any of the big fish I've caught so far.

Lucky you, I finally cought mine last weekend and sold it to the NPC as I thought that aside from completing my fishing log this fish would be useless.

Yes, and to add the following; You can only catch it at daytime, during clear or mildly clouded weather.

Bought all the Titanic Sawfish on the MB when I logged on, for 5k-8k sold them all for 100k+ ......

I actually kept all my two-star fish; seems to have worked out for me. Sawfish is actually one of the easier two-star fish to catch though. Use lugworm for bait and you will catch Gobies 100% of the time. At that point, it's just an RNG game with Mooch. I can typically get a sawfish within 90 minutes at the longest.

Rhamphorhynchus on the other hand...man that thing is a pain. Can't target the fish that starts the mooch chain; took me forever but I was actually rewarded with an HQ Rhamp.
