I should add the solution should only apply to the duty finder. Party finder is for the experienced players and not the new player.

New players use the duty finder. They may not even be in a FC. You experienced should use the party finder and find people doing exactly what you want. The new player has not clue what they really want. So to expect them to do otherwise is nonsensical.

    As for:
"Increase it to 50% and you will ensure that nobody skips them. Hell lets go crazy and make it 100%. Because let's face it, if speed runners had to watch cutscenes they'd just stop running it. While that wouldn't be so bad, those end of level dungeons need a lot of people doing them."

50% is way to much. How much more time does cutscene add. Probably 10% at best. In any case, what are the odds you get a new player, not all that high, because once a player played thru once, they are no longer new. So the odds of hitting that on the duty finder is going to be low. In any case, SE has the data, the number they can tune that 10% or 15.567% or whatever they think is fair based on the odds and time lost.
