I don't think this will ever be a priority for SE because, really, no matter how you slice it, there's no real point in leveling an alt. Every character has access to every class and job. Even if you could INSTANTLY match an alt character's exp and levels to another character, why would you even bother? You could use it to get around weekly caps, but those caps are in place for a reason, and SE certainly wouldn't want to encourage bypassing those limits.

Another potential reason for leveling an alt is for the opportunity to play as a different race - but with Fantasia becoming more accessable, even that reason is going away... The existence of Fantasia pretty much nixes the possiblity of there ever being race-specific jobs, as well.

Probably the only reason to play an alt at all is to re-experience the storyline (perhaps from the perspective of starting in a different town). Since the goal in that case IS to start from nothing, it's not too surprising that SE wouldn't be making any changes there either.
