Yoshi's backstepped on details before. In fact, based on that article, he already has. That article suggests a level range for the prisms, which is misleading since you need a level 50 to even access the ability to use them.

*le sighs* it's like for unlock dye it's level 18, or for unlock to put materia on equipement. before 50 you will switch of equipement quite often, then do it worth to be able to have glamour before you have at least one 50? i doubt it. it's complaining simply for the pleasure to complain about something there.
just like this, in this game, you will not only play one class (normally people play more than one) then yep, for your first 50 you will not be able to glamour, but after when you will level up another class you will be able to do it.
The 2.2 preview site (which went up March 14th) confirms different grades of prisms:
Grade 1 to prism into a Foestriker's Tabard.
I'm pretty sure the level range was referring to the level of the gear you are copying the look of. For example, say you wanted to take your ilvl 90 Black Mage myth gear and give it the appearance of the level 32 Battlemage set from Brayflox. Well, you would need a prism that would support an item level of 32, since that is what the Brayflox set is. Or taking your high level Scholar gear and giving it the appearance of the level 15 Acolyte set, you would need a prism that would support level 15.
I'm honestly not sure why its such a big deal that the quest to unlock Glamours is lv50.
You can't glamour an item with a higher-level appearance (no Allagan Robes on your lv10 CNJ) and I'm almost willing to bet most of the new vanity crafts are going to require lv50 to wear. So the choices for vanity for lower-level jobs are going to be limited in the first place.

There's already a pretty wide selection of low level gear. On top of it all, the seasonal costumes are all level 1 to boot. As you level, more options unlock. Remember, just about everthing a DOH/DOL can wear is actually listed as "All Classes", and most of the best looking gear is obtained from dungeons anyway.
So a level 30 WHM shouldn't be able to glamour any of the gear they've accrued while leveling?
This is absurd. I thought SE couldn't get any more ridiculous with their arbitrary restrictions, but I was wrong. It seems they are absolutely adamant about turning what should be a relatively freeform, enjoyable, and individualized game system into something only certain people can actually make use of. I have never seen a vanity system restricted to such an extreme degree before.
