Can you show me a case of this? I have looked at almost all of the concept art in the past, and it is always accurate as far as I have been able to tell, aside from unique storyline characters, which this miqo'te is obviously not. Occasionally unreleased armor or weapons will be shown off long before being released, but that makes this no less relevant.
This would be the first time a character obviously meant to be representative of a player is using a weapon type currently not in the game. Additionally, Thancred wields his daggers in this manner in this patch and is dual wielding for the first time.

All I'm saying is that stylized promotional art should be expected to have some creative freedom in it and it's silly to read into everything as "hints".

All of the gear in that PvP image exists or has been shown off, and can be worn in that combination. Point to you for the other image though, there are a few discrepancies there.At least these wallpapers have variations, impossible gear combinations and designs that are not all in the game:

None on the level of an entirely non-existent class though. Most studios would not let something like that slide by, I guarantee you if it was not intentional this would have been caught. Especially when this very team has announced Scholar in the same way. Also, this image is less in the category of abstract promotional art, and more in the category of "showing off a feature" namely the Leviathan battle, these images are often the most accurate, notice the PvP image being accurate to team size and composition. Notice that in the image in question, the OP image, there are 8 players, 2 tanks, 2 healers and 4 dps. Some new gear is being shown off along with the glamour system.

at this time, scholar wasn't mentioned once, so naturally some people said it was just arcanist or summoner... of course, it was later revealed that scholar would be in the game
edit: i'm not sure if this means we'll have a new job, but that is definitely not a bow, and it wouldn't make sense for it to be a gladiator, as there's already 2 tanks in the picture out of 8 classes/jobs
