Not jumping to Square-Enix defense, we are saying how the feature is suppose to work. It is suppose to force you to play with randoms and you get rewards for doing so if you complete it. The roulette just makes you play by yourself so you can get thrown into a group that is a party of 3. It also helps groups that are not a full party for said dungeon.
